E-invoicing readiness — what "ready" actually means.

The UAE is moving to mandatory structured e-invoicing in phases from 2026. This page is the plain-terms version: what counts as an e-invoice, when your business is covered, and what "ready" means before the deadline reaches you — not a mandate summary written from memory, but one with a source and a date on every claim below.

What counts

What an e-invoice actually is — and isn't.

"A structured form of invoice data that is issued and exchanged electronically between a supplier and a buyer and reported electronically to the UAE Federal Tax Authority."

The same source is explicit about what doesn't qualify: "unstructured invoice formats such as pdf, word document, images, scanned copies and emails are not eInvoices." A photo of a paper invoice, a scanned PDF, an emailed spreadsheet — none of it is an e-invoice under this mandate, however it was produced.

The legal basis

What's actually been decided, and by whom.

The framework rests on three instruments, all issued by the UAE Ministry of Finance:

Ministry of Finance, mof.gov.ae/einvoicing, as of 1 September 2026. The Ministry states this portal is "the only official source of information related to the introduction of e-Invoicing in the UAE" — treat any other source, including this page, as secondary to it.

A caveat before the dates

We could not extract the full text of the Ministerial Decision PDFs directly to confirm every date against the primary document. The dates below are as reported by Grant Thornton UAE, 7 October 2025, citing the same Ministerial Decisions No. 243 and 244 of 2025 above, and corroborated independently by KPMG's and Deloitte's published summaries of the same decisions. The service-provider appointment deadline for large taxpayers appears differently across sources — 31 July 2026 in some, extended to 30 October 2026 in others — so it is left off this table. The go-live dates below agreed across every source checked.

Scope is B2B and B2G transactions. B2C is excluded from the mandate for now. Turnover is calculated on gross income across all business activity, not just B2B — so a business with mixed B2B/B2C revenue can still cross the AED 50 million threshold on its B2C sales.

What readiness means

Three things, before the deadline reaches you.

None of these need the mandate to be live to start on. They're the same three things a health check already looks for.

TRNs present

Your own Tax Registration Number, and your customers', recorded against every account that will need one on an e-invoice — not just the ones you remember to check.

Master data clean

Customer names, addresses, and item records that match what's actually in your books — not what a form was originally filled in with two years ago.

Tax treatment on items

Every catalogue item carrying the VAT treatment it's actually subject to, so a structured invoice doesn't have to guess it at the moment it's generated.
